See a dermatologist: The foreskin is not a common place for skin tags. Two possibilities are molluscum and warts. If the diagnosis is not clear from a physical examination, a small biopsy can be done to confirm. Both of these are viral infections of the skin and can be sexually transmitted. Until you figure out what these are, please use a condom with your partner.
