Foreign body in eye: If you think the eyelash is still in your eye go to the er to get it removed. By this time, you probably have conjunctivitis as well and you need antibiotic eye drops.

See an eye doc: You may have already flushed it out and are having irritation from the process of getting it out. The only way to know for sure is to see an ophthalmologist. She/he can look at your eye under the microscope to resolve tiny material, like eyelashes. If it's still there, it can be removed.
