Constricting vessels: Wearing socks that are a tight especially around the top band can restrict the normal return flow of blood and lymph back to the heart resulting in swelling.

Puffy Ankles: I might suggest wearing knee high socks or compression soaks to support area and pus the fluid out. Do you have any health issues you didn't mention?
