Yes: Not uncommon for nystagmus to develop with long standing poor vision.

No.: Nystagmus comes from abnormal movement of eyeball caused by extra ocular muscles controlled by nerves that try to regain equilibrium because of confused signals sent from semicircular canals in inner ear. Nothing to do with vision.
