every now and then sore pimples appear on my face & scalp, they go away after a few days but keep coming back, is it acne or an infection ?

Both possible: These may simply be a cystic form of acne, or alternatively it may be folliculitis which is an inflammation in the hair follicles. See your dermatologist for proper diagnosis and treatment.
