is there any chance that gaba receptors afected by fluoroquinolones toxicity recover themselfes in time ?and if yes in how much time aprox?

Yes: Yes, the receptors are constantly recycled in the cell membranes. Amount of time varies from cell type to cell type and also by receptor type. Should be largely recovered in a week, i would think.
