Maybe, maybe not: Your predicted height based on your parents is m+f/2 +2.5 inches or 133/2=66.5+2.5=69".If your growth centers remain open there is potential for more growth. An x-ray of your left hand could be assessed for bone maturity. If the bone maturity is that of a 19yo you are likely finished growing. If the growth centers are open and your bone maturity is similar to a 15 yo you may grow a couple inches.

No: The majority of your "growth" is thru your legs. Your growth plates here are more than likely closed which typically occurs by age 18. Your shoulders may still get broader as your collarbone growth plates are some of the last to fuse. Unfortunately you may be on the shorter side. There are worse things in life my friend.

I'm a 19 year old male, 5'6" with a short spine. Dad is 5'11" mom is 5'2" I have a inseam of 33", same as dad, who is normal. Never had the pubertal growth spurt. Can I have a growth spurt in my spine?

Very unlikely but...: I am sorry to tell you that most men stop growing around age 18- but occasionally some will grow until age 21 or so. Taking measures to increase your production of growth hormone might help, but if your growth plates have closed (like most 19 yo's) then you've reached your max.
