Dose dependent: A betablocker can be dosed to slow down any rise in hr but the limiting factor may be your blood pressure.

Dose dependent : Treatment with beta blockers for pots have to be started with caution. Some patients will respond with hypotension. Have to be slowly titrated. If tolerated by the patient he hr will drop dose dependent.
