Possibly: Congestion in the lungs can have many causes. Since you smoke, you may also have a condition called chronic obstructive pulmonary disease. Pneumonia can also cause lung congestion. The best way to determine what is causing your congestion is for you to keep your followup appointments with your doctor. Pulmonary function testing and/or a chest xray may be needed to further investigate your problem.
