Maybe: Many people have boney outgrowths at the base of their mouth as well as on the palate and the cheek side of the upper ridge of gum above the upper teeth all which usually present no problems. This should still be checked by your dentist to make sure this falls into this class and is not one the many other reasons for "lumps".

See your dentist: You should see your dentist to rule out a more severe cause such as oral cancer. He will be able to recommend treatment if necessary.

Yes, no, maybe?: It may or may not be normal. I could list 100 possibilities some of which are normal anatomy and others aren't. No room to list them all here and it wouldn't help you anyway. See a dentist to have it evaluated. Always better to be safe than sorry.
