Depends: It depends on the age and medical condition of the person. At your age, i would suggest waiting and checking lab work. Perhaps modifying your diet would help as well. If after puberty the problem persists i usually recommend liposuction unless there is a lot o extra skin.

Time Will Help: Larger breasts in teenage men are somewhat common and they shrink at 17 or 18. Loosing weight can help if you are overweight. Certain drugs such as marijuana can cause it as do certain medical conditions your doctor can evaluate. At the proper time in your development a plastic surgeon can do surgery to reduce the excess fat and breast surgery. Talk to you parents and see your pediatrician first.
