Above normal: Anything above normal (65-105) fasting out of a vein is considered above normal, and therefore "high". There are no absolute cut offs where it's suddenly dangerous. The higher it is, the worse it is -- it's a continuous line, not a cliff you fall off of.

Yes, : Very high. You know that you have diabetes, but it is quite out of control. You should check blood for yourself and see the doctor so that u should not spike to that high levels. Also, keep blood pressure under control too ( you should check it as you hopefully check your blood sugar) and if you are overweight try to do everything possible to shed some pound. Good luck!

No exact answer.: Depends on situation. In an uncomplicated case a bg of 600 or so will do nicely with some diet restriction and increased fluids. I have seen patients with bg in the 1000 range with relatively few symptoms. The symptoms of very high bg are generally related to marked dehydration. Feel lousy, thirsty, hungry, headache, abdominal pain, blurry vision, etc.
