Some of both: Type 2 diabetes is highly genetic, but if you were to keep your weight down, you may never get it, or perhaps only late in life. So obesity contributes to diabetes. Many medications that treat diabetes tend to make you gain weight (eg. Insulin, sulfonylureas, actos) and if you are frequently hypoglycemic, you will tend to eat more. So treatment of diabetes can contribute to obesity.
