Anytime: There is not necessarily a best time to do cardio. You can do it any time that feels best for you. Some people do cardio in the morning because they feel more energized. While others wait until the evening when they feel more awake to get in a good workout. All that matters is you are doing cardio & during a time you feel you make the most out of your workout.

Anytime: Exercise any time has great benefits. Consider also sneaking in exercise when ever you have the opportunity, such as taking the stairs instead of escalator, parking farther away from the store in the parking lot, etc. It all adds up.
