Many possibilities: Petechiae are small bleeds into the skin and can be related to many things including exercise, certain meds and vitamin deficiency.

Petechiae: Who gave you that diagnosis ? If it is inflamed vascular blood vessels can cause this , local trauma , low platelets, i would see a dermatologist or podiatrist and or a vascular specialist.
