I think not: Patients with panic attack have a sudden episode of a feeling of fear and terror mostly without warning. Due to that feeling your system will react with tachycardia due to sympathetic nervous system activation( fight or flight response). If the patient is in medications like beta blockers, treatment of hypertension, may be the tachycardia response won't be that prominent.
