Seek medical attenti: Seek medical attention if otc corticosteroid agents do not bring the swelling down. For the meantime try not to irritate the area.

Diet and fluids: In general eating a high fiber diet and more importantly, drinking 80-100 ounces of non caffeinated, non alcoholic fluid per day, more if excercising vigorously, should be adequate enough to keep your hemorrhoids quiet. If in doubt or not successful instituting above, get them checked by a colorectal surgeon.

Hemorrhoids: Conservative measures are always a must. Make sure you're drinking plenty of fluids, getting plenty of fiber, and getting regular exercise. Sitz baths and creams help. Quick treatment would be to have the hemorrhoids surgically excised which is very painful. Less painful treatment would be to undergo hemorrhoidal banding which can take several treatments spread over several weeks. See your doc.
