Hi, i used a female public toilet that inside the toilet bowl was dried blood that after flushing it was still there and i am concerned if while i was urinating that blood splashed on me, am i at risk of hcv infection?

Even with a splash, there was no risk of any infection. It takes blood injected inside your body to transit HCV.

Splash backs can be felt as wetness and most toilets do not splash back to cause that. So unless you had an open cut /sore chances are nil of getting anything in this scenario.
