Your description suggests a possible hemangioma (sometimes mistakenly called a blood vessel "mole"), but that's only a guess. Probably it's nothing harmful or worrisome, but show it to. your doctor if you remain concerned.

In uncircumcised men it is sometimes due to mild irritation fom smegma. Keep area clean with soap and water. If it still recurs apply some Hydrocortisone ointment as needed. good luck
