If your kidney function is decreasing, you need to treat the hydronephrosis. If surgery is being recommended, this likely is needed to preserve or reverse the decrease in kidney function. You need to return to the doctor and see what can be done-if you want a second opinion, now is the time to pursue this. But, you need to do something more due to decreasing kidney function. If the findings are on both sides and have affected your kidney function no amount of medicine- homeopathic or otherwise will help for it is due to an anatomic abnormality and only surgical correction by a Urologist will help. Your parents are not doctors and can not make medical decisions. PL see a Urologist asap. Good luck
