I suffer from rheumatoid arthritis and i take hydroxychloroquine and i have neuralgia and burning in the bottom of the foot. i previously had oral herpes for two years. does hydroxychloroquine treatment cause nerve pain to reactivate or cause?

Contrary to popular beliefs (from inaccurate online statements) herpes infections do not cause neuropathy. And certainly oral herpes cannot have anything to do with neuralgia of the feet, with or without hydroxychloroquine or any other drug treatment. Your doctor(s) undoubtedly would agree these are entirely separate problems.
