Hmm... it seems you have urethral discharge. If you are sexually active, it's likely you have nongonococcal urethritis (NGU), an STD. Standard STD testing often is negative even though NGU is an STD. Precum is a secretion which comes out after sexual excitation. It might not be precum but secretions from the glands- prostate or the urinary tube (urethra). Best is to see a Urologist at an academic center. good luck
