I got a manicure and was cut with cuticle nippers and i bled. i asked the tech if the tool was clean and he said they clean with soap and water in between clients, yet i did not witness this happen. am i at risk for hepatitis, hiv or other diseases?

It is unlikely as viruses would not survive very long on the cuticle nippers even if the last client were to have one of these viruses, which is also not very likely. You should probably find a nail salon that uses single use instruments to avoid this issue in the future. You can seek testing if you remain concerned. Good luck!

Although extremely rare but viral hepatitis may occur. By your age, I do think you should have hep B vaccine already.
