Your description of skin lesion proximal part of penis is consistent with folliculitis (inflammation of hair follicle). Warm compress and topical antibiotics are often sufficient to control.

From your description it does not seem serious- If Tuesday is a a day or two from when you saw it you can wait. If not go to an urgent care center. Hope you do well
