The perinasal sinuses can and do occasionally retain mucus made on their walls which can subside naturally or occasionally become the feeding ground for bacteria. This would be a sinus infection & simple viruses would self heal, while bacteria would likely eventually become symptomatic. Since we don't treat normal, we wouldn't pre-treat normal fluid buildup without symptoms.
