Is it common for someone with non-decaying teeth but receding bone and gums to request full extraction in favour of getting full arch dentures? how readily do dental professionals fulfill such requests?

Consult a good periodontist first. If the bone loos is not extensive, you have chance of saving your own teeth with periodontal surgery and bone grafting. Once the healing is complete, follow a good oral hygiene and eat the right diet. Dentures should not be the first choice.

One would always want to keep their natural teeth if possible. Any artificial teeth [dentures] are a last resort. Seek a periodontist for x-rays and exam and possible gum surgery in order to restore bone structure and keep teeth as long as possible. A good oral hygiene program and diet will be presented. Your too young to lose your teeth.
