Three weeks is too early -- the AgAb (4th gen) test is around 90-95% conclusive at 3 weeks. The Oraquick test is never conclusive; 2-5% of infected people never have positive results. But you don't need to wait 3 months: the AgAb tests are conclusive at 6 weeks. (But skip the "panel". Most tests on "comprehensive" STI test panels are unnecessary or unreliable. HIV and syphilis is all you need.
