Does a lipoma cause fluid around the affected area. its under the left brest on ribs. it can be moved around but it feels like fluid all around it, or it just may be swollen?

It should not. A lipoma itself can give that feeling. Best is to get checked by yourdoc/ surgeon for accurate finding.
