His motor development is definitely slow but not rare. He can crawl then his extremity movement is considered normal. As long as his height, weight and mental development are appropriate he will get there in the next couple months. It's great that a young nanny like you has paid attention. Good job!

This does seem to be a motor developmental delay. Was the child ill during his first year? Was he born prematurely? His medical history could certainly be a factor. Can he support some of his weight if you stand him up and hold his hands? His lower motor strength seems to be an issue. Hopefully he is being followed and evaluated by a pediatrician who can test his motor skills in other ways
