With limb lengthening by precice technology, is it possible to increase stature by 5-8 cm? since no new cells are made to increase the length of blood vessels in the leg or no new muscle cells, how can the extra 5-8 cm of leg be accomodated?

You will need to find a specialist who uses this new device to determine the limits in its use. Your assumptions about new cells are in error. The 1mm daily stretching of the leg bone leads to the same accommodation/growth as natural growth in childhood. Muscles/blood vessels add cells. Third party insurance would likely only cover 1 leg when the legs were unequal length, not to grow taller.
