Is it normal for my height to slow down then shoot up again to 2-3 inches a year?

Yes, growth during puberty is not linear, but occurs in growth spurts. This means that there will be times where growth is occuring minimally and other times where growth is occuring rapidly. Growth typically levels off by the end of puberty (around age 17-18)
