Prominent breast in overweight boys is called pseudogynecomastia distinguished from true gynecomastia by the absence of granular breast tissue. You seem to have psudogynecomastia consisted of only adipose tissue. Your PCP should be able to give a general instructions regarding dieting and exercise.
