I didn't have period for 2 months so i went for a scan, which showed left ovary is completely normal but right ovary is bulky with 16cc volume right ovary measures 3.73.22.7 centimeter (cm) , with a hypodense cyst size of 3.02.4 cm . is it normal?

Your right ovary is "bulky" because it contains a cyst, likely is completely normal (given limited information). Small cysts are normal and come and go with normal cycles. Irregular cycles are not unusual, especially in younger women who may still be maturing.
