So, i woke up with a red spot at the back of my throat and when i touched it with a qtip it was blood and i have a white spots on another dot in my my throat and i do have cobblestone throat! is it herpes or oral cancer, im so scared right now!?

For sure this is not cancer, and it's very unlikely to be herpes. Most likely viral pharyngitis -- i.e. a kind of cold. Or Covid. Consider covid testing. See a doctor if you're in severe pain or have fever, or if these symptoms last more than a week. Good luck.

Assuming you do not smoke (anything) and do not abuse alcohol, chance of this being Oral Cancer its virtually nil. See a Dentist, ENT, Orr Oral Pathologist for an examination if you are still worried.
