HIV is transmitted through broken skin, open wounds, but mostly through mucosal membranes through direct contact which is not what above scenario describes. A reliable site in clarifying is cdc.gov.

HIV is transmitted by exchange of fluids. In this case it did not happen unless there was a cut or wound on the penis. If very worried may have the test done.
