If premature labor (19 weeks) was misdiagnosed as a ruptured ovarian cyst, did my doctor do enough? how medically similar are the symptoms? the delay in care ended with intense labor and the babies being stillborn, several days later?

I am sorry for your loss. A ruptured cyst could cause lower abdominal pain that might be similar to early labor pain, but there is insufficient information provided to allow further comment on the management. Generally, labor at 19 weeks is extremely difficult to stop under the best of circumstances.
