They say electricity emits non ionizing radiation but is it still non ionizing if the voltage is very high ? like high voltage electric substations or powerlines? and do they have instant biological effects ?

I am not an expert. Have done some recent reading on this because high tension wires with 7.5k volts being placed with 14 feet of my back door. There is an adverse effect at this exposure creating an electromagnetic field surrounding the wires and emitted . Not sure of your specific question what you are asking.
