Has to be seen: The only way to know what that "red like patch" is, is to be seen by a general dentist, oral surgeon, or a physician. This may or may not be related to the sore throat. Even if we saw a photo of that patch, it's only part of the picture as we often need to actually see you.

Possibly viral: If your sore throat is associated with fever and small red vesicles it is possible you have a viral infection. In addition if this a recurring problem in the exact same locations it is highly likely to be a viral infection. However, your tongue and your throat can have two etiologies, the tongue could potentially have an ulcer secondary to an immune response and your throat a bacterial origin.
