This means a few vessels in that portion of your eye have diabetic change and are leaking blood. I hope this was told you by a retinal specialist-if not then you should have a retinal specialist ophthalmologist check yours eyes to see if treatment actually is needed. Poorly controlled diabetes can disturb blood vessels in the eye which can cause lowered vision.
