40 y/o female. today i noticed a dark blue and palpable vein under right breast with reddish spider veins to the side of it. i am not on my cycle and i am not pregnant. is this of concern?

Since this is new it should be looked at, but you can reasonably give it a few days to see if it changes at all. If by "palpable vein" you mean there is an associated lump (veins are visible, not normally palpable) then you need to get it checked. A usual first step would be a mammogram.
