I doubt that the BP of 140/90 was the reason for cancelling the insertion of a picc line.. If they tried but discontinued the insertion perhaps it was because the diameter of the vein was too narrow or the vein too tortuous. If they didn't even try, you'll have to get the reason or rationale from the staff.
