28/m blood on toilet paper? doctor won't schedule colonoscopy and tells me not to worry and that it's hemorrhoids/fissure because blood is not on stool or mixed in. how can he be so sure?

Bright red blood originates from near the outlet. If it is from some "bad" thing from higher up it is dark red to purple or even black from the action of digestive enzymes. The answer is straightforward. Sad if they did not explain it to you.
