I have been testing positive for pregnancy since friday. my ovulation date was supposedly feb. 27th according to my app and my last menstrual period was feb. 13th. i went to the er yesterday and my beta hcg was 15. does this mean i am miscarrying?

Not really, hCG level can still be at that level 4 weeks after the last period. You will see a big rise with the next test. Good luck!
