I got clawed by a cat around 5 months back and subsequently got cat scratch fever. i have a hard pimple for that time on my upper chest area, and it still hasnt gone away yet. should i consult about getting antibiotics or just leave it for now?

Since you have not had swollen lymph nodes, axillary or supraclavicular, no antibiotic treatment seems warranted.
