In order to find out what is causing your red bumps, you will need to see a doctor. Since it gets better with washing and lotion, it could be related to dry skin. But, to be certain, you would need to see a doctor, possibly a dermatologist. Then, treatment can be rendered depending on the exact diagnosis. Good luck!
