That's a somewhat unusual location for folliculitis; there are few hair follicles on the underside of the penis. If the "white spots" are blisters or pimple-like, get checked ASAP for herpes. Good luck.

It may or not be the right diagnosis. Try an ant-bacterial soap. If not better best to get checked by a Urologiat
