Since these spots, which are usually slighly raised, & are on a hairless area of the penis they could be harmless Fordyce spots occurring from ectopic sebaceous glands within the skin of the penis. I believe a dermatologist would be best to evaluate and advise you.

Your earlier question didn't give these details. Herpes is unlikely, but so is folliculitis -- which also doesn't persist unchanged for several months. See a doctor, ideally a dermatologist. Almost certainly this is nothing serious. The suggestion of Fordyce spots is a good one. Best of luck.
