Advancing your mandible forward with elastics will not widen your jaw. The movement, however, will bring a wider part of the jaw more forward which would make your face appear wider, which in reality it would be.

At 23 your jaws have long finished growing. Elastic traction may reposition your lower jaw forward a modest amount, but will not change its size or shape. But as your lower jaw is wider in the back than in the front, anterior repositioning, bringing the widest part forward, will create the optical illusion of widening.
