Would inflammation and some fluid in the shoulder bursa or tricep (seen in an ultrasound and mri) make your arm or bone feel sore to the touch or when pushed on? i've had this discomfort since november, and it hasn't really changed at all?

Those findings by MRI are consistent with bursitis. If pain has persisted for almost 3 months with treatment (NSAID and physical therapy), you should see the rheumatologist or orthopedist again.
