Part of my mri states, " a few scattered foci of elevated signal intensity noted within the subcortical white matter on flair/t2-weighed images, unchanged compared with the prior study". what does this mean? is it serious for someone my age, at 28 ?

These white matter "foci" are non-diagnostic and non-specific. These can be due to smoking, migraine, prior head injuries, use of illicit recreational drugs, and many other causes. This needs clinical correlation and a thorough meeting with your doctor should provide answers.
